Traffic Management & Open Internet Transparency Code
1. Open internet principle
Talk4 supports customers’ ability to access and distribute lawful internet content and use compatible applications and devices, subject to the UK open-internet rules and lawful, proportionate network-management measures.
2. Reasonable traffic management
Talk4 or an underlying network may use reasonable traffic-management measures where permitted, for example to preserve network integrity/security, comply with law, manage exceptional or temporary congestion, mitigate malware or fraud, or support a permitted specialised/public-interest service. Measures must be transparent and proportionate to their purpose.
3. No hidden throttling
If a Talk4 tariff has a material speed cap, protocol restriction, tethering rule, video-quality restriction or other relevant traffic-management characteristic, it must be disclosed in the product information and contract documentation. An “unlimited data” label must not conceal a material undisclosed restriction.
4. Wholesale networks
Talk4 services may run over third-party networks. Talk4 will obtain and publish material traffic-management information that is necessary for customers to understand the retail service, to the extent it is provided to Talk4 and is relevant to the contract.
5. Complaints
Customers may complain about traffic management or open-internet issues under the Talk4 Customer Complaints Code. Talk4 will investigate relevant retail and wholesale-network information.
